The National Defense CEROS Program was created under a Defense Advanced Research Projects Agency (DARPA) grant in 1993 to focus on ocean environmental preservation, shallow water surveillance technologies, new ocean platform and ship concepts, ocean measurement instrumentation and unique properties of the deep ocean environment. Grant administration is provided by NELHA.

HAWAII NATURAL ENERGY INSTITUTE

HNEI was established in 1974 as a research unit of the University of Hawaii, with a mandate of undertaking and coordinating research and development of the island's renewable energy resources. HNEI has become an acknowledged international leader in the energy research field, and has broadened its expertise to encompass the development of technologies that will enable us to tap our oceans for energy, food, minerals, and other resources.

INFRASOUND LABORATORY OF HAWAII

ISLA is a research unit of the University of Hawaii that monitors the central Pacific for atmospheric infrasound signals as evidence of nuclear testing to support the international Comprehensive Nuclear Test Ban Treaty. ISLA's environmental sensors and data collection system are also able to detect evidence of global geophysical and meteorological events, enhancing existing advance warning systems for Hawaii and surrounding areas.

The Oceanic Institute is a non-profit organization involved in research as well as education and training to develop new aquaculture industries and markets. Their NELHA site is an extension of their Center for Applied Aquaculture.

UNITED STATES COAST GUARD
United States Coast Guard maintains an antenna providing emergency radio communications for mariners.

UNIVERSITY OF CALIFORNIA - SANTA CRUZ (UCSC)
UCSC researcher Matt McCarthy uses ultrafiltration to sample NELHA surface and deep seawater supplies for dissolved organic nitrogen compounds. Samples are then analyzed using a number of novel and experimental techniques. His studies focus on biogeochemical cycles in the ocean from an organic chemical perspective, with a particular interest in how organic molecules link biological and geochemical processes and mediate flows of carbon, nitrogen and energy.
